Chris Soer was born in The Hague in 1882 and, with the exception of a few trips abroad, lived and worked there all his life. He made study trips to Belgium, Paris and Germany. Trained at the academy in The Hague and influenced by the impressionism of the Hague School, he painted moody landscapes, city and village views, beach views in Scheveningen and a single still life. The painter had a special gift for depicting snowy winter landscapes.
